Issues.
Economic Growth, Small Businesses, and Jobs
Small business is the cornerstone of the American dream and I believe we should always find ways to invest and provide support to our small businesses. They represent the greatness of the American people, the drive, and ingenuity that can emerge from our everyday challenges and the dedication to be the best and fulfill your dreams no matter where you start in life. I grew up in a large middle-class, working-class family where my parents worked two jobs to keep her family safe and healthy.
As your Congresswoman, I will advocate for every family to have the opportunity to work hard and when needed, benefit from Federal incentives. I understand there is a balance because I make it a point to stay engaged with my local businesses. They have asked me when I get to Congress, please work for less government intervention and regulation so they can thrive.
I am a proponent for entrepreneurs who use incentive money and time to design develop and create innovative technologies, products, and inventions that will carry us into the future.
Results:
• As a Councilwoman, Julie was an advocate of Programs like Community Development Block Grant, interest free loans, tax incentives, and of course deregulation. As your Congresswoman, she will continue to support programs that benefit the small business.
• Julie became by word of mouth in the business world, the “go to person” for new businesses in her city.
• Julie’s home of Attleboro is like most old mill towns, slow to revitalize. She worked directly with three of the first new businesses to the city and two of which did survive through COVID and are thriving today.
• A true champion whose dedication to small businesses did not go unnoticed and she was twice endorsed by the National Federation of Independent Businesses (NFIB) in the state of Massachusetts.
Accountability, Oversight and Transparency in Federal Spending
As a Congresswoman, I will apply the same critical eye to the budget and ensure every request comes with a detailed justification as to Need. I will work to pass legislation that ensures program execution guidelines incorporate accountability, transparency, and continuous benchmarking. Part of this accountability will be to do a regular and scheduled review so that programs not performing along the rules are assessed for program viability or are on the chopping block for losing funding.
As your Congresswoman, I will introduce amendments into the budget preparation process requiring an on-going assessment of the Cost Benefits Analysis (CBA) of all current programs to ensure the resources spent are meeting the stated goal.
As your Congresswoman, I will be a bulldog for ensuring there is consideration and analysis of all options, not just the special interest options, because these decisions impact people directly. Each program must have an office of primary responsibility and the decision of program funding must adhere to strict guidelines of eligibility, accountability for program execution, and a pre-determined sundown date to ensure each program is reviewed on schedule and regularly.
As a Congresswomen I will be laser focused on “unfunded liabilities” keeping them to an absolute critical and justifiable need. I believe for every new expenditure there should be an equal off-set identified to fund a new proposal.
As your Congresswoman, I will support legislation that requires and annual Bottom Up Review and a Balanced Budget approach.
Results:
- As a member of the Capital Budget Team for her City. She proposed developing a spreadsheet that ranked programs by priority, how long they had been sitting unfunded and the risk of not funding the project. This was used as a tool for expeditious review by the Mayor and Council when funds became available from the State.
- Julie is extensively familiar with the Department of Defense budgeting process having been involved directly for over 26 years and will be an asset to our Congress.
- As a Senior Administrator for all Healthcare assets in the National Capital Region in DC, Julie had direct oversight of a 100 million dollar operating budget, 1,400 manpower authorizations in 5 distinct operating locations, 231 million dollars in Medical and 23.5 million dollars in military construction upgrades.
- She was awarded the Legion of Merit upon her retirement, for recognition of her meticulous management of government resources throughout her career.
Taxes and Debt
As your Congresswoman, I will legislate to set criteria for when and how much the federal government can redistribute wealth. The current rate is alarming, creating a situation where only the affluent can afford the higher home, gas, food and other necessities our working class and struggling families have managed to afford with minimal assistance.
As a Congresswoman, I will work to ensure every family has opportunities and incentives that are positive, keep the family intact and allow our heads of family to feel good about themselves. I will look at lowering the threshold for the Earned Income Tax Credit so that families are not pushed back and being penalized for being successful and to protect funds that are invested for future investment such as, purchasing affordable homes.
As your Congresswoman, I will advocate for a simplified tax code the average citizen, worker and business can understand and properly prepare for in a business plan.
Reforming Tax Code
As a Congresswoman, I will fight the calls for increase taxes to pay off this unbridled spending spree, rather looking for ways to lower the taxes and put money in the pockets of our citizens. This will help stimulate the economy, encourage investment in the future and be able to afford a comfortable living in a private home or rental community of their choosing. As your Congresswoman Julie will pledge to not raise taxes and to always look for alternative funding sources and offsets.
Relieve Businesses from Overregulation
Government needs to stop adding more regulations that stifle economic advancement. They are expensive and disruptive to the operation of our small businesses. Overregulation is counterproductive. In order to offset the cost of the business might reduce its workforce or increase its cost for services, both of these detrimental to improving our families’ fiscal health and our economy to thrive.
Results:
- Julie is a recognized advocate of small business endorsed twice by the National Federation of Independent Businesses and knows all too well government regulations are stifling to the health and progress of our small businesses.
Border Security and Immigration
Deferred Action for Childhood Arrivals
I understands the history of the DACA program and put the blame on the administration that did not hold the line on the original end date.
Because previous administrations did not follow our agreed upon rules, we find ourselves having to pay to deport, detain and maintain returning criminals and drug traffickers who manage to find their way in and out of our country. These bad actors wreak more havoc on our communities and bring harm to our citizens. This is not acceptable to me.
As you Congresswoman I promise to support Law and Order and keeping our neighborhoods safe for our children and families.
As your Congresswoman, I will be cognizant there are people that come to this country to escape horrible life or death situations in their own country and I would support an Emergency Immigration Resolution Committee as I believe our congressional delegates should have a mechanism to debate the merits of allowing refugees on a case by case basis.
As your Congresswoman I have a NO acceptance policy for any person that has an ideology or a religious mandate that encourages killing American citizens. I will support and introduce legislation so terrorist organizations or other bad actors wishing to harm American Citizens will never be welcome in this Country.
Strengthening our Mexico – Canada Partnership
I believes in the old adage “strong fences make good neighbors” but there is much to be gained with maintaining good relations for TRI-national trade, mutual commerce sharing, partnering for energy sharing programs, mutual defense of our collective borders, disaster assistance and the sharing of new and innovative ideas. Simply put it is good to have positive and colloquial working relations with those that border you to the North South. There should be shared and agreed upon border rules to ensure each country looks out for the best interest of the other and is willing to take action to uphold the rules on their side.
Creating A Joint TRI-Country Advisory Committee (TAC)
I see great value in a Joint-American, Canadian and Mexican Advisory Committee that works under the umbrella of the Director, of Homeland Security. The Director should be responsible for bringing together the appropriate stakeholders to discuss unified measures that are beneficial to all our countries. I would look to the Department of Homeland Security, Customs and Border Protection, and the United States Border Patrol to play a key role in proposing measures and to eventually be adopted as Acts or binding Agreements to the appropriate Congressional Committee to improve immigration, trade, and economic relations and partnerships across the Northern and Southern Borders.
As your Congresswoman I will stress to my colleagues the crucial security role for a Tri-lateral group such as this with each of our most trusted and experienced personnel as advisors. I would propose this group would also convene for any emergent concerns that would threaten any or all of our prosperity.
As your Congresswoman, I believe it is imperative given our most recent failures in Afghanistan, that this group develop trust and work hand in hand with the Secretary of Defense to defend all our borders as force multipliers and ward off potential terrorist intrusions or attacks.
Protecting the Health of American Citizens
We have all witnessed the devastation, rise in crime and the real potential for a resurgence of diseases that our Country has managed to extinguish. From a public health standpoint, not knowing the health status of incoming immigrants and secretively moving across the country is extremely irresponsible. As a medical administrator who has been stationed overseas, Julie has seen young healthy soldiers die due to exposure to new viruses or diseases.
As your Congresswoman, I will legislate for changes to strict monitoring the health status of all new arrivals to this country. I have deep concerns that without strong borders and responsible immigration policies citizens are going to be exposed and susceptible to deadly diseases that they are not immunized for in this country.
Re-aligning and Refunding Public Health Assets
If we have learned anything from the pandemic we have learned we need a robust Public Health System. I would re-align Public Health under Homeland Security, I would advocate to fund Public Health back to its pre-2018 levels. Also, Bio-terrorism and the control of Pandemics will be a huge threat that exists now and will be more of a challenge in our future-we must prepare now.
As your Congresswoman, I would encourage partnering with the DoD and private sector to produce best of breed systems, state of the art, global medical alert systems as were employed quite successfully during my tenure as medical Chief Operating Officer for the military services.
As your Congresswoman, I will legislate strict testing and Public Health requirements for all new immigrants or invited foreign workers to ensure they are not putting the American population at risk.
As your Congresswoman, I will also legislate no exception amendments that would allow anyone entering this country from a foreign country where we know certain exposure would negatively impact our citizen’s health, to enter without a testing protocol in place Before they arrive.
Supporting Border Law Enforcement
While stationed in New Mexico at a base just north of El Paso, I had the opportunity to meet with the Senior Officer and other members of the Border Patrol. Based on my experiences and first-hand observations, I will advocate fiercely to ensure our Border Patrol Agents and Customs Agents are fully trained, equipped to provide for the national security of the United States borders. Definitive borders with rules on how to pass between countries ensure strong economic commerce, safe and enjoyable tourism, and active and beneficial trade across the Northern and Southern Border.
As your Congresswoman I will fight for resources and funds to continue their critical defense of our borders and diligence in ensuring products and materials that are competitive or dangerous to our own companies and people are not allowed into this country.
Results:
- As a member of the Southwest Healthcare Consortium Julie knows all too well the security risks and fiscal costs to the US from “border crossing”. Mexican women being pulled on tire tubes across the Rio Grande River while in active labor wound up in the military facility in El Paso. These emergencies were draining the DoD appropriations budgeted for care to soldiers and their families creating significant unfunded requirements.
- Julie has completed training on Human Trafficking provided by Operation Underground Railroad. This is a group that educates the public on how to spot and report Human Trafficking. Julie is committed to the protection of all citizens and those brought illegally. She is particularly concerned for victims such as women and children. She detests sexual exploitation of humans and abuse to animals-the innocents. She will vote against any measure to legalize prostitution and will present and support responsible legislation that protects animals from abuse.
- As a volunteer for Project Citizenship, Julie found the administrative process for Citizenship cumbersome. Julie supports those who wish to come and remain in this country legally but sees the programs need revamping-she will work to make the process more efficient
- Julie would look to modify expediting immigrants who are self-funding and will bring valuable skills and assets to this country. Julie sponsored a then, 18 year old Russian girl wishing to obtain legal citizen in this country. Too many women more than men should not have to revert to drastic and dangerous measures to obtain citizenship.
- Julie will encourage naturalization of military personnel using the Military Citizen Personnel Processing Act. This a special path to citizenship for military members and their families who serve in the United States military. From 2016-2020, 4,500 members were naturalized Service members born in the Philippines, Mexico, China, South Korea and Jamaica.
- She reminds the public of what an honor it is to see non-citizen military serve and show their great love for this country.
National Security and Defense
Our misstep during the drawdown in Afghanistan was the most damaging act of failure in over a decade and only reinforced that America has become weak, ineffective and incapable of protecting our allies for certain but perhaps our aggressors have seen the crack in our own armor. This is a very dangerous place to be.
As your Congresswoman, I will work to repair and continue our relationships with both Israel and Taiwan. We trained and equipped both their military to fly and fight on behalf of our shared interests in strategic parts of the world and it is beneficial for us to protect them.
Military Leaders are Team Builder’s Not Scientist in a Social Experiment
Our messaging to our troops need to be clear and we must allow our leaders and commanders to develop comradery, trust and loyalty amongst their troops. Good Leaders do not have to be told how they should manage their Team. This new politically correct stance our senior leaders seem to have taken is dangerous, divisive and should not override the mission which is to win wars.
As a female military officer, I met head-on challenges of gender discrimination but never did I expect the military to treat me with anything but equality of my rank and profession amongst my fellow comrades.
When people join the military, there are many reasons why they join but it the sense of duty and will to fight for their country and their comrades to their left and right, regardless of color, sex, religion, socio-economic status sexual preference or any other “difference” that keeps them in. This is why military personnel are willing to leave their families and friends; knowing full well the risk without question or hesitation.
As Your Congresswoman, I will honor this great sacrifice, by ensuring out Government and Congress stand behind these heroes and ensure that every possible tool of might will be applied Before we ask our son’s and daughter’s to deploy.
As your Congresswoman and a female leader, I have transitioned through 30 years of social changes. I will not support moving any particular offenses away from the Uniform Code of Military Justice to be adjudicated in a civilian environment.
As your Congresswomen and proud Veteran, I will support a military commander’s responsibility to build diverse individuals into a fighting Team. They know their people best and have successfully managed individual uniqueness and special circumstances for hundreds of years.
Develop Increased Cyber Security Protocols, Capabilities and Secure Platforms
As the AF Medical Chief Information Officer, I was in a prime position to support and introduce legislation on the technical risks and responsibilities of Cyber Security. Our adversaries have consistently shown their superiority in this environment and this presents a significant risk to our Country’s security. It is critical that we leverage and partner with private industry as they are more capable to react to current threats and prepare for future attacks on our critical information platforms. The United States must be prepared to set aside funds and continue the modernization of our cyber capabilities as a National Security Priority. I have seen how efficient our military cyber operations respond to a real or potential threat and how quickly they work to bring our systems back up on line.
As your Congresswoman, I am committed to ensure our technology and ability to respond is never compromised or deemed anything less than an absolute priority. Our Cyber Security capabilities need to be brought on par with our adversaries and never again be second to none.
Confronting Our Adversaries with Certainty of Goal and Deterrence
The Unites States as a world leader and the most powerful military in the world must stick to its mission of protecting America’s national interests and ensuring those who would think to do harm to us or our allies would think twice knowing we would strike back strongly and decisively. We must continue to be a strong ally and strong defense so we have the freedom to provide humanitarian assistance to other countries when needed.
As your Congresswoman, I would support a strategy to support other countries where that country has demonstrated to a clear path and the commitment to stay the course as they progress to independence. Going into countries that are not equally committed to the goal is imperialism and this should never be the American way.
As your Congresswoman I will support a National ideology of internationalism that does not impede or interfere with America’s best interest, which always should come first.
When an adversary threatens our security or attempts to undermine our institutions and diplomacy or sanctions fail; we should prepare to confront them with a decisive blow.
As you Congresswoman, our strategy must always include an even more complete and well-developed exit strategy that we will continue to follow as planned. The only time we should waiver is when our intelligence shows that a significant change in our opponent’s strategy. Then, we must quickly make that adjustment, communicate it to our troops and execute once again, swiftly, decisively and with all available war fighting assets. We must leave or enemies so weak there is absolute no opportunity for a resurgence of aggression or counter attack.
As your Congresswoman, I will use my extensive knowledge and expertise to continue to be a Guardian of this great country and to ensure our defense and national security assets are above compromise, fully funded, have the state of the art equipment and our troops are prepared to react expeditiously and decisively to any threat.
Results:
- As a Commander of a large medical squadron in Oklahoma and as the Medical Operations Officer for all operational Air Force Medical assets in the National Capital Region, Julie has demonstrated beyond a doubt her ability to achieve the critical mission of preparing our sons and daughter’s for deployment to hostile zones.
- Having held a Top Secret SCI clearance, one of the highest level clearances, She has been entrusted with the safety and security of our most valuable information with the mission of keeping our County safe and the maintaining agility to respond to disasters and threats at a moment’s notice.
- She knows how to prepare our troops for success having been the oversight officer for Operational Readiness which ensured the personnel, logistics, transportation, equipment were 100% prepared to deploy or respond to a task from the Secretary of Defense.
Health Care
Healthcare is an individual Choice but also a Personal Responsibility
When people feel healthy they are more productive and happy. Unlike other services, those with an emergency situation don’t have the luxury to “shop around” for the best price. We are often feel at the mercy of the healthcare bureaucracy. I strongly believe it is a mutual responsibility and the patient must be an active participant in preventing or improving their health status.
As a healthcare administrator for over 26 years, I has seen a shift to preventative care and healthy lifestyles. I am an advocate of alternative medical services when appropriate and that the use of healthcare provider extenders.
As your Congresswoman, she will not vote for a Universal Type Healthcare option where individuals are forced to obtain healthcare and where the healthcare system is fully managed and funded by the government.
As your Congresswoman, I will work with legislators and our healthcare experts to develop measures that can be used to reward individuals, businesses, providers, and healthcare delivery systems that can provide tangible evidence they are participating in programs or providing opportunities with the goal of improving healthcare status by encouraging and incentivizing healthy behaviors.
As your Congresswoman, I will advocate that businesses should be rewarded with tax break incentives when they can demonstrate they are actively making attempts to improve the health of their employees.
Strengthening our Community Healthcare Because Healthcare is Better Delivered Locally
I have an extensive background in healthcare administration and managed care optimization. I have learned setting quality and cost standards can improve the quality of care and keep the costs down. I am an advocate of Community Hospitals and Healthcare Centers that ensure accessibility which are being driven out of business by large for profit systems.
As your Congresswoman, I will introduce legislation to ensure Non-Compete Zones by legislating higher Medicare and Medicaid patients to Community based medical facilities so they can remain competitive with the large for profits hospitals.
As your Congresswoman, I will work tirelessly to ensure equitably reimbursement to the community and rural facilities so the large system for profit hospitals are not able to syphon off their critical staff. I understand a huge challenge to Community Hospitals is “write-offs” for those who are not adequately insured or are indigent.
As Congresswoman, I will be a strong advocate for legislation to provide an annual pre-payment of projected care for non-payment services to providers and medical facilities and ensuring an end of year reconciliation at an actual cost reimbursement so facilities and providers are incentivized to continue providing care to those that cannot pay. This will ensure instead of a blanket “universal healthcare safety net” defined by the government that the care is kept local and the providers have the ability and flexibility to deliver services to their unique populations as they feel is best.
As your Congresswoman I will encourage language in our legislation that provides financial incentives for medical groups, practices and medical delivery systems that meet care, cost and quality measures.
Expanding Access with Telehealth Services
Our military population is scattered all across the globe and providing care to eligible individuals not near medical services or the availability of specialty services became a challenge. The military was a leader in the use of Telehealth in particular to providing behavioral health support.
As your Congresswoman, I have seen the benefits of this new technology and will fully support reimbursement and the expansion of Telemedicine and Telehealth options where appropriate.
As your Congresswoman, I will work to ensure there are guidelines and criteria that are developed to determine the appropriate use of Telehealth as some circumstances only in person care is appropriate.
As your Congresswoman, I will support our medical community in developing safe and appropriate protocols for the use of Telehealth to avoid risk the risk of misdiagnosis or mistreatment.
Support Healthcare Portability
One of the challenges we faced in the military was delivering care locally but having those benefits follow the individual when they travelled or moved but not yet registered to a new medical provider.
As your Congresswoman, I will support implementation of the Commerce Clause, which allows for health insurance to be purchased and then accepted in other States. This would open up access, empowering the individual a larger pool of providers to choose from and perhaps at a lower cost. This would also resolve the portability issue by eliminating those not enrolled to a particular provider group to be locked out when care is needed.
Lowering the Cost of Prescription Drugs
Healthcare does not operate under the same rules as other businesses. Often time the services are needed immediately and the consumer does not have the privilege of shopping around for the best price. For this reason, creating legislation where prescription drug prices are available for the consumer and the providers that prescribe them. Competition is now inserted back into the process driving prices down and providing choice options for the consumer.
As your Congresswoman, I will support legislation where the consumer is offered options to choose between generic and brand name medications. This will include, when medically appropriate, ensuring a reasonable refill option and not artificially causing the consumer to have to call in or use a visit in order to get their medication. Not only is this burdensome for the consumer, an additional required visit generates an expense and contributes to the overall increased cost of healthcare.
Combating Opioid Abuse and Mental Health Issues
As a behavioral health specialist in a large healthcare facility with a substance abuse program, Julie knows how devastating addiction can be. She strongly supports Police Departments that are the tip of the spear when called out for an overdose or person experiencing the effects of substance abuse. It is critical that social workers, substance abuse counselors or other expertly trained individuals are part of the Team that recovers that person.
There is a whole sequence of appropriate steps that can be followed to help produce a better outcome for someone under the influence and to ensure the community or medical facility is kept safe. Partnering substance abuse providers with our Law Enforcement, local medical staff, behavioral health facilities and very strong case management and after care counselors is essential.
Research shows despite the best medical care, if a person with addictive behavior is sent back to the same home environment without support, even after full rehab, the probability of a relapse is great.
As your Congresswoman, I will advocate for programs that can demonstrate the ability to effect a change in opiate and substance abuse. I will support programs that demonstrate state Law Enforcement must be trained to handle these types of events, substance abuse counselors and trained addiction specialist should arrive with the Law Enforcement whenever possible. Having social service or substance abuse specialist cover substance calls without trained security is not the answer and a very dangerous proposal.
As your Congresswoman, I understand a multi-disciplinary approach works best and each town should create teams that meet and discuss strategy. I will provide in the budget, adequate funding for social services and trained counselors as part of the Law Enforcement Department personnel.
As your Congress woman, I will ensure there financial incentives are funded in our budget to provide more behavioral health, substance abuse and counseling curriculums in our educational institutions to ensure we turn around the alarming trend of limited mental health facilities and instead ensure beds are available for addiction placements. I
As your Congresswoman, I will work to educate our public to remove the stigma often attached to these types of individuals in pain and to provide legislation to cover a substantial increase in reimbursement for these critical services. It is essential we provide the highest quality, expertly trained providers and counselors if we are committed to increasing positive outcomes.
As your Congress woman, I will support funding for increased research to develop effective medications for treatment, and to be ready for a new population of younger users emerging with their unique requirements. The opium crisis is a pandemic that is killing our people and is moving to younger children. Our death rates will continue unchanged, if we are not willing to commit resources at every level.
Supporting Medical Research and Developing New Technology
I know from working with the largest tax payer funded healthcare system on the globe that with a socialized or universal healthcare system the needs are so great the funds are expended primarily on providing adequate healthcare. There is little room for such set asides as medical research. We must continue to fund research at the federal level and provide tax incentives that encourage our business partners and entrepreneurs to continue developing the state of the art medical technology we are accustomed to in our healthcare system. Technology that provides for more efficient procedures and improved outcomes, may be a large investment at first but the eventually
Regional Specialty Care sites for Pre-Existing and Advanced Disease Management
In the military, we had regionally located Specialty Care Sites. We positioned experts in certain disease management modalities at these sites. These Specialty Care Sites were effective because they were able to focus on groups of patients with similar medical concerns, applying focused care modalities and the best technology. Because these centers provided intensely focused care in one geographical area, to patients with similar medical requirements, the tenants of a managed care allowed for sharing of resources and economy of scales for just about every commodity needed to produce a great healthcare outcome at reduced costs. Not only did the patient receive a better and more expert quality of care, the outcomes where better, the stays were lower, in some situations, permanent recovery was realized. The healthcare system enjoyed reduced costs for services that would have been quite costly if provided by a general practitioner or a medical facility not optimally equipped for advanced disease management.
As you Congresswoman, I would introduce legislation providing for the creation of Regional Specialty Care Centers across our country. Due to the high cost of treatment and longevity of the stays, these sites would need to be adequately funded. There would be a significant start-up cost yes and looking at Specialty care in a different way, but it is easy to envision a decrease in the cost of some of the most fiscally expensive and resource intensive healthcare services in our system. In short duration, we would see evidence of patients getting better and enjoying a better quality of life as well as a significant decrease in our healthcare costs.

- As a contributing author for a book focused on the resource allocation of healthcare dollars, Advancing Federal Sector Health Care, Developing a budget and understanding that a critical element of controlling costs in a government model is the ability to closely manage the use of those services demonstrates her advanced understanding of healthcare financing. She knows applying this knowledge and importing managed care principals to our current Medicare and Medicaid delivery protocols, will help reduce costs and provide better care for individuals.
- Under her leadership, her medical facility was the first to implement AHLTA the DoD’s 4.2 billion dollar Electronic Healthcare Record; a system that allowed for the storage and retrieval of medical information for all military members and their families not matter where they received care.
- Julie is a recognized expert in manage care and was competitively selected to an internship at the Managed Care Department at the world renowned Johns Hopkins Healthcare System in Baltimore, MD.
- As a member of the Sturdy Foundation Board, Julie reached out to an Opioid group claiming the best outcomes and invited them to meet with Sturdy’s ER Director. Julie’s effort to find a solution and improve outcomes for her community are evident in a very successful partnership with the Opioid group who located to her City, teamed up with the local ER staff and currently provides counseling and an integrated care protocol in the ER at the time of arrival. Aftercare services were schedule on the spot improving the compliance rate and overall improvement in outcomes for the surrounding communities.
Supporting our Active Military, Veterans and their families
Support for our Veterans
As a Veteran, I understand the hardships of military life. The most grave of these consequences is a military member who does not return or one that returns home with scars that will never heal both internally or externally. I believe there are few that serve, during any period of hostility whether in combat or support that are not touched with a lasting effect.
As your Congresswoman, I will use my background in military behavioral health, military medicine, as a TRICARE Regional Operations Officer and as a recipient of both VA and the Uniformed Services Family Health Plan to ensure Veterans and their families have easier and more responsive access to the level of benefits and expert health services they deserve.
Veterans and Military Families
The Massachusetts is home to over 100 National Guard and Reserve units located in more than 40 communities throughout the Commonwealth. Unlike their Active Duty counterparts, our civilian soldiers are scattered across the state making it difficult to ensure they are receiving access to quality and timely medical care. Many programs have been instituted to ensure these valuable assets do not fall through the cracks. I understand troops more often than not in a reserve or guard capacity, do not deploy as units. Often they are the only asset drawn up to fill a requirement when a deployment is required.
From my experience on the Governor’s Advisory Council for Veterans Services, I know informative websites available for our service members-however this is not enough. There is a high rate of frustration, depression and suicide amongst our service members, especially when a soldier is turned out to their local community to find jobs, healthcare and comradery. There are 1-800 hotlines for mental health. My constituents tell me it is the everyday challenges of eviction, lack of food, access to their units that impede good social health. These concerns come up at all times of the day, night or weekends. Massachusetts has one of the most robust Veteran Service
As your Congresswoman, I will support legislation that when even a non-emergent quality of life call is made by a service member or their family, that phone is answered and the request is forwarded to an agency, unit or VA that can assist to resolve the issue. They served us for 24 hours a day and we must do the same for them.
Reframing VA Medical Care, Eligibility and Onsite Access
As a user of our VA system, the 2 barriers that must be corrected are access and hands-on support! Although there are hotlines to support suicide concerns, most military members who are now battling demons need the most help. They are hesitant to call for regular appointments to begin with and will not follow through if that process is too cumbersome or they are told there is no access for over 2 weeks.
There are great supplemental programs such as VA Choice that allow VA users to go to a civilian provider, but often they will find the same answer, no appointments available. To the beneficiary, this sounds like the “run around” and this is unacceptable. Veterans feel more comfortable and will have better outcomes care in an environment that is familiar to them with providers that understand their special needs. They deserve this kind of care not just for Mental Health, but for all their medical needs. My local Veterans and service members who use the VA tell me they want to be seen in the VA not shifted “downtown”.
As you Congresswomen, I will initiate legislation to provide for additional funding for Quality VA Staff in particularly at the call center and at the Primary Care level When a Veteran calls, there should be access standards equivalent to other performance based medical system and those access standards must be met.
Fraud in the Military and VA System
I am a subscriber to the VA system notifications. I am concerned by the ongoing number of inadequate inspections, theft by employees and other fraudulent events.
As your Congresswoman I will support the Whistleblower Protection Act that protects veterans who speak out about the injustices and unacceptable care they have experienced. I will extend this whistleblower protection to reporting incidents of fraud that are observed or experienced and I will extend this protection to the Active Duty forces not just for medical concerns but who often feel their career is at risk when they see potential fraud, mistreatment or injustices.
Increasing Access to Benefits
Veterans in my community know me as “the Colonel” and word has spread that I am very experienced and successful at answer their questions and resolving their issues. My 30 year of military experience has served me well and now I am able to serve my constituents well. Several barriers to benefits issues have been presented that must be corrected. Unknown to most, many of our soldiers in the earlier conflicts and wars such as WWII, Korea and in particular Vietnam, were many times not given their paper orders. As rapidly and chaotic the pace of the campaign, they were often just told to get on this plane or report to this ship as they were parceled for service right on the tarmac or docks. To reap benefits the service member is required to prove their service area and/or years of assignment. I was shocked to hear often no records were kept.
As our Congresswoman, I will initiate legislation that allows Congressmen and Congresswomen to make a Service Determination on behalf of the Veteran or Service Member who does not have the particular criteria but by virtue of overwhelming evidence can prove their service.
As your Congresswoman I will initiate legislation that will equalize the multiple different federal and state level no tax status rules for any Active Duty, Retired and those receiving any pension or payment as a result of their military service. I will fight for No Tax status on any and all service related pay to include retirement pensions.
As your Congresswoman, I have received too many calls from family members with service members in rehabilitation or nursing homes that can’t be processed because they did not register for the VA System. I will legislate that no matter whether you have been entered into the VA system, if proof can be provided demonstrating eligibility that member will be given benefits as if he had already been vetted in the system.
Increasing Alternative Medical Services and Research at the VA
Every eligible beneficiary to the VA should receive “whole person” care from their Primary or Specialty Provider that includes alternative medical treatments such as management of cannabis and it’s interactions with other medication. It is a known fact many Veterans currently use cannabis to relieve their pain, reduce stress, decrease anxiety and a host of other medical concerns.
As your Congresswoman, I will support legislation that allows cannabis to be an approved medical treatment option when determining the full spectrum of care for an eligible patient.
As your Congresswoman, I will support legislation that will allow VA providers to then provide medical justification with letters that will allow them acceptance as a Medical Marijuana patient as appropriate and legal in the State they are practicing.
As your Congresswoman, I will support legislation that any State with a legal medical marijuana law will accept justification from a VA Provider as they enter the Veteran into the medical marijuana registry of state.
As your Congresswoman, I will support advanced training for all VA Primary and Specialty care providers because without expert knowledge of the reactions and interactions of cannabis, they are able to provide full and safe medical care.
As your Congresswoman, I will support an increase in funding for Cannabis research through the VA.
Hire a Veteran
Veterans are frustrated that they are often not taken as priority applicants outside of first responder positions. Julie has and will continue educating private sector employees of the benefits of hiring a well-trained and disciplined Veteran, as well as the incentive for tax breaks.
As your Congresswomen, I will work to revamp or current Veteran hiring programs to increase education to our business community and to “put some teeth” into the program so that the incentive for significant tax breaks is an attractive option for the business

- Julie’s continued advocacy for Veterans after her retirement, earned her the Outstanding Women Veteran of the Year award and a seat on the Governor’s Advisory Council for Veteran Services
- As the Chief Technology Officer for the Air Force Medical Service she understood the need for easy and secure sharing of medical information for eligibility claims and continuity of care. As a military medical Chief Operating Officer, Julie’s team introduced deployed the Bi-Directional Healthcare Exchange which allowed the VA and DoD medical services to securely share information and improve the quality of care.

Energy and Environment
As your Congresswomen, I will vote for legislation that strengthens our energy independence. I will vote against any measure that for political diplomacy or trade, puts our country in danger especially when these products can be easily recovered here in the USA.
Alternative Energy Sources
With energy independence, we have the luxury to allow the market forces to develop efficient, effective and clean energy alternatives that are more environmentally friendly. In District 4 and throughout the Commonwealth, hydropower and wind power was used to run our mills and to generate our power. I believe we should invest in cost effective alternative energy options like hydropower and wind.
As your Congresswoman, I would fight to bring a Brownfield Development Program to the Town of Somerset to clean up the land which was home to the Brayton Point Power Station. This would allow the town to apply smart planning and safely recover the beauty of the bay
As your Congresswoman, I would work with the Town of Somerset and the Commonwealth of Massachusetts to support siting Wind Operations to replace the Salvage and Scrap operations. This would prevent contamination to the Bay and retain the scenic view which increases the property value in the surrounding neighborhood and will encourage family friendly developers.
As your Congresswoman, I would work with the Commonwealth of Massachusetts and local legislators to create a Protecting Our Right to Encourage Redevelopment (POWER) Act that protects the rights many small Cities and Towns in the District. This language will state that the City or Town will always maintain the first right of refusal to purchase land turned over by the government, Large companies moving out of the area or private owners whose land may, due to new rules, may be a concern to wetlands or town water system.
Besides preserving some of the most beautiful shorelines and open space we have in the grand old America, new technologies, new ways of bringing power will require new skills and replacement jobs. We need to reinvest our efforts right here in American and with American energy alternatives. As a Veteran, I see too many of our lives lost and our foreign policies hand-tied because of our dependence on protecting our “agreements” regarding foreign oil. We have to shake loose from this death grip of control and create Energy Freedom right here in the USA.
Preserving Open Space, Protecting Endangered Species and Blocking Invasive Species
Open space is important for our pride in our neighborhood, improve our mental health and can be created with some ingenuity and funding even in the densest urban areas.
As your Congresswoman will support initiatives that provide Cities and Towns that can demonstrate a viable use and workable strategy, with the funds that improve the quality of life in their neighborhoods. These funds should be unrestricted to allow the Cities and Towns to determine if they will purchase open space, create open space, develop currently owned land or any responsible use that meets State developed We Live Here Quality of Life Commitment criteria.
Applying New Technologies that Keep our Oceans, Lakes and Rivers Clean
As your Congresswomen I will encourage financial incentives for partnerships with private sector entrepreneurs who develop technology such as the Jellyfishbot, a sea-cleaning robot that helps collect marine waste. So that our oceans, rivers and lakes remain the pristine for our families and continue as a prime vacation spot drawing many vacationers who boost our seasonal economy.
Fighting for Our Fisherman While Respecting our Marine Inhabitants
As your Congresswomen, who was born into a family of full-time fisherman and women, I understand the importance of keeping our waters clean and red tide and other invasive species that pollute and destroy our fishing industry. I will –will encourage Commonwealth legislators to revive the 2002 Massachusetts Marine Species and Coastal Zone Management Working Group to anticipate challenges and recommend strategies to keep our fishing industry and our coastal zones and families safe.
As your Congresswoman, I will encourage and support meetings with the MA Department of Marine Fisheries, marine experts and fishing industry representatives to discuss dangers and suggest legislation that would protect our marine ecosystem, limit over-fishing and guide us on the humane management of large marine animals that destroy our commercial fish populations. I will initiate legislation that balances the needs of our fishing industry and provides for managed regrowth without undue “no fishing” restrictions or over-regulation.
Defending our Coastal Shores and Ensuring Post Storm Financial Support
As your Congresswoman, I will fight for funding to protect our shores from erosion to assist our coastal families who are so devastated by hurricanes, severe storms and other acts of nature where insurance is often inadequate.
Protecting Endangered Species and Avoiding Harm
As your Congresswoman, I will support reasonable and responsible legislation that keeps our marine animals from harm such as enforcing knots per hour speed limits and NOAA approved gillnetting which allows the safe passage so our marine animals in their habitat as well as respecting human injected encroachments on the breeding grounds of endangered species.
As your Congresswoman I will aggressively support legislation to ensure endangered species are protected for their future and for our children. I will support the Endangered Species Act (ESA) and the Marine Mammal Protection Act (MMPA). I will work to ensure adequate funding to support NOAA Fisheries work to recover our majestic North Atlantic Right Whales from extinction.
As your Congresswoman I will encourage working with Bureau of Ocean Energy Management, NOAA and local environmental and species protection groups to be part of the discussion before commercial initiatives progress. All during the building process we need to closely monitor alternative energy initiatives like off-shore wind projects to ensure their strategies include a concrete plan to minimize disturbances to marine animal habitats and breeding routes and locations.

- Active in Rotary, Julie has replanted trees at the YMCA youth campground and constructed above ground garden boxes for the local Community Garden.
- Julie advocated for and supported members of Save Our Bay in Somerset as they fought for meaningful change and successfully won their select board seats.
Education and Equity of Access to Learning
Network Access Challenges and Equity For All Students
I believe there are few greater priorities than providing an educational atmosphere and curriculum worthier of an affluent nation such as ours. I was concerned that during COVID remote learning was not available for all our students. There were great inequities seen in the ability to access the network either because of poor infrastructure or lack of funding to provide access.
As your Congresswoman I will initiate legislation and fight for funding to ensure all students are provided with a quality level of technology such as a chrome book type tablet or home computer system. I will fight for funding to upgrade infrastructure and ensure there is equal access and thus equal opportunity for learning in all our neighborhoods not just the affluent communities.
Reducing the Cost of a Quality Education Choose Community College
The cost of higher education has been a recent topic. I worked hard, saved my money, and graduated from Massasoit Community College in Massachusetts and ever since I have been a vocal advocate for the exceptional curriculum and training I received from Community College. Every chance I get I encourage families investigate the quality curriculum at a lower cost through Community College.
Improving Vo-Tech Programs to Build the Quality Workforce and Skillsets for Our Future
I have always been a champion of Community College and Vocational and Technical Education Schools and Programs. I believe the Vo-Tech students are the key to infusing our economy with the skillsets needed to sustain and grow our future.
As your Congresswoman, I will work with the Department of Education and encourage partnering with the Department of Labor to pair business with students. Our future generation of students that work hard to educate themselves and improve their opportunity for success deserve job opportunities when they finish their certification and licensing.
As your Congresswoman I will provide financial initiatives through the Department of Education the Department of Labor and private sector businesses to develop and formalize a process to project future skills, talents, and trades needed in their companies. There will be a data bank available to all students identifying those needs and requirements to local school counselors and Vo-Tech programs.
As your Congresswoman, I will introduce and fund incentives to businesses that actively participate with mentoring, apprenticeships and hiring students that match required future needs. I will support programs that create a pipeline of new tradespeople to employ our Massachusetts students and retain our best assets right here in Massachusetts.
As your Congresswoman, I will work to ensure Vocational programs that are Regional, Stand-alone, and those embedded in traditional High Schools are properly funded and those funds are earmarked to ensure both the students and the programs are sustainable and achieve success.
Create Innovative Pathways to Education
As a member of the Bristol Community College (BCC) Foundation I advised the board on the status and needs of the satellite campus in Attleboro. I had to opportunity to liaison with Attleboro High and BCC as they teamed up with many local colleges to create powerful education strategies for students through their College Access Pathway and Partner Agreement programs.
As your Congresswoman, I will continue to work with local educational institutions to ensure our students are given the best opportunity for learning and to achieve their dreams.
School Choice
School choice has been a viable alternative working to overcome inequities in our education system by minimizing forces that favor geographical location over what is best for each student School Choice has been extremely beneficial for minorities, low-income, and students with challenges. I believe we must work to ensure our public education systems are fully funded by fixing the methodology that calculates per student spending. However, forcing students to tolerate failing schools negatively impacts academic success and restricts freedom to choose.
As your Congresswoman, I will continue to advocate for a more equitable and robust school funding formula for our public school systems while ensuring there are alternatives of school choice; providing an educational environment that fits the student and allows access to the best education available.

- Julie shared her years medical administration experience as an advisor to the Medical Assisting Program at Attleboro High Schools, Career Technology Education and Vocational Program
- As a member of the Board of Director for Bristol Community College, Julie advised on funding options and requirements for new programs for BCC and the Attleboro Satellite.
- To keep updated and to advise on new legislation and programmatic changes in Vo-Tech, Julie was an active member of the Massachusetts Vocational Technical Education Advisory Council.
- As a City Councilor, Julie joined her Mayor and School Senior Staff in Boston to the MA School Building Authority as a champion for the nearly completed new High School.
We Owe Our Future to Our Seniors
These golden years should be the best ever for our seniors and they should be shielded from any tax increases. Our seniors deserve a cap on their taxes once they reach a certain age. I believe seniors no matter what their wealth level, deserve to have a budget they can count on to truly “plan” their retirement without disruption to their income.
As your Congresswomen, I will support a Senior Tax Freeze to be managed at the City and Town shielding the Seniors from taxes levied to fund City and Town initiatives.
The pandemic exposed the unsanitary conditions that we all suspected existed in our long and short-term care facilities. We simply have to do a whole lot better and put processes in place to make sure our Mothers, Fathers, Aunts, and Uncles are always allowed access. No one should be left to pass their final hours in horrible conditions but rather a pleasant communal atmosphere surrounded by if not family, some familiar faces.
As your Congresswoman, I will be a staunch advocate to ensure our long-term, skilled nursing and retirement facilities are properly funded, exceed quality standards and are held to the highest accountability.
Preserving Social Security for Our Future Generations
As our Senior population lives longer and our overall new population numbers decrease there will be less workers to generate Social Security Dollars. It will be critical to contribute federal dollars to protect Social Security and other critical benefits our Seniors have earned.
As your Congresswoman, I will be vigilant to sure up any unfunded requirements experienced by a Delta between a population that is living longer and lower contributions from a decrease in by new workers.
As your Congresswomen, I will support the Care Givers Act that will allow the Senior to stay engaged in their community, to remain part of the community by having exceptional quality caregivers who truly are looking out for the best interest of the Senior.
As your Congresswomen, I will support legislation that incentivizes long-term care facilities that excel in achieving quality and cost standards that drive the improvement of services for aging.

- Assigned to the Secretary of Defense for Health Affairs, Financial Management Directory, Julie worked on a Team that restored healthcare benefits to over XX Seniors as part of the Medicare Subvention Program.
Second Amendment Rights
As your Congresswoman, I will support a reasonable and very limited vetting only where there is proof positive that an individual is known to be dangerous, has exhibit validated mental instability or verbalized an intent to do harm.
As your Congresswoman, I will not support legislation that limits an adult over the age of 21 to possess a weapon or submit to an unreasonable intrusion of their personal rights.
Results:
- As a licensed gun owner with a valid License to Carry, Julie believes to have a right to bear arms the owner must assume full responsibility for the containment and safe use of the weapon used for personal defense
- As a respected member of her community, Julie has screened and provided references for many women in her community to file for and receive their license to carry permit.
- Julie consistently reviews the statistics of reported guns stolen from licensed owners, to ensure the public, it is not the weapons of responsible gun owners that are involved in violent deaths or crimes.
Backing the Blue and All First Responders
I believe Law enforcement is an honorable profession. Our police officers perform their duties through bravery, determination, and tremendous sacrifice – with little praise or media fanfare.
Despite the good deeds performed by our men and women in uniform, they are often faced with animosity while under constant scrutiny.
As your Congresswoman, I will continue to support Law Enforcement in their goal is to make our communities safer. I believe they indeed have a “sworn” duty is to uphold the law and to serve and protect citizens. To do this, they must be adequately funded for ongoing training and state of the art equipment.
As your Congresswoman, I will absolutely oppose any and all calls to defund or “reimaging” efforts that decrease their ability to hire quality officers, train officers for top performance or decrease their ability to protect themselves and our communities properly.

- Julie is endorsed by the Fraternal Order of the Police, the Massachusetts Chiefs of Police Association and a direct endorsement from the Central Massachusetts Chiefs of Police
- As a Councilor at Large she advocated for increased funding for law, training, equipment, technology, and to preserve school resources officers.
- As a member of the Rotary Club, the Lions Club and the Elks, Julie represented those groups speaking to DARE graduates about doing the right thing and being courageous.
- As a community leader, Julie speaks quite often about the positive effects of Community Oriented Police Teams and the crucial need for social services and counselors as part of their funded manning requirements.
- Julie has toured many District 4 Fire Departments to understand their special equipment needs such as: modern hazmat equipment and cleaning machines, oxygen refill systems that are on-site and the unfortunate need for law enforcement protection for their Emergency Medical System staff.
Campaign Update
Attleboro, MA- Retired Air Force Colonel Julie Hall, an Attleboro Republican, officially suspended her campaign for the 4th Congressional District today, citing family and health reasons.
“After much reflection, and due primarily to health and family considerations, I have decided to suspend my run for office at this time,” said Hall.
Colonel Hall is a 30-year veteran of the United States Air Force, having risen from an enlisted recruit to Colonel during her tenure in the armed services. As a decorated officer, she is a recipient of the Legion of Merit, Defense Meritorious Service Medal, and the Air Force Commendation Medal. She was also awarded the Pentagon Badge, the Headquarter Air Force Badge, and twice served as a Squadron Commander.
“I am a warrior and fighter, but family and health come first, and after reevaluating the enormous commitment required to run a successful campaign for Congress I have determined that now is not the right time for my candidacy,” said Colonel Hall.
Colonel Hall was running against first term Congressman Jake Auchincloss in a rematch of the 2020 election. In an election year seen as a referendum on President Trump, Colonel Hall still garnered nearly 39% of the vote in a traditionally Democrat leaning district.
